Better planning would help during construction season

Clearly our city’s road construction planners don’t ever have to drive across the Speed River at rush hour.
This afternoon, in an effort to avoid the ongoing roadwork and lane closures at Gordon and Wellington, I headed west on Water street only to find the little Gow bridge closed.
I drove further west to Edinburgh and ­– low and behold – more lane closures!
Who at city hall has the final say in approving the timing of summer roadwork, and can they offer a logical and acceptable rational for inhibiting traffic through all three of these Speed River crossings simultaneously?
