Gas gouging infuriates

Can someone tell me why a gas station can increase the cost of gas by X amount of cents per litre when it’s gas stored in underground tanks that’s been delivered at least four or five days before this increase?
Recently the gas station on the corner of Paisley and Imperial roads has seen prices fluctuate from $1.36 per litre to $1.32 per litre without a delivery of any sort.
Why is there the fluctuation in prices?
Again the main companies, Esso and Petro Canada, want to screw the Canadian public for every cent they can.
